In a small saucepan combine water and sugar. Cook over medium heat until sugar dissolves.
Let cool to room temperature, then add rose water and stir well.
Divide blackberries, lime juice, and rose water simple syrup into four glasses and use a muddler to pureé the blackberries.
Add some ice to the glass and pour over water or sparkling water.
